German newspaper, Bild, publishes report on potential scenario for post-war Ukraine, following a Russian invasion:

German newspaper, Bild, has published a report, written by journalist Julian Röpke, under the title “Putin's coup plan for Ukraine” that contains previously unreleased information from the intelligence community outlining what a post-war Ukraine could look like following a successful Russian invasion and occupation: “A foreign intelligence service has gathered details of Russian "post-war plans" in Ukraine, which are currently being discussed in Russian military circles. A secret report was created from the knowledge gained by the intelligence service.”

 

The report suggests that there could be 4 consecutive stages in consolidating Russian control and influence in a post-war Ukraine:

 

  • Stage 1 – “Surrender of the cities”:

According to this, the Russian army plans to encircle and besiege the country's major cities after destroying the Ukrainian forces in the field. Subsequently, “secret service agents would penetrate into the cities” with the task of “establishing pro-Russian leaderships” that would ultimately “agree on the surrender and handover”.

 

  • Stage 2 – “Convocation of the People’s Rada”:

Following the capitulation of Ukraine’s major cities, Putin's regime would then establish a “sham parliament” in an attempt to entrench its influence and ramp up claims of “legitimacy”. The Russian-friendly, sham parliament would effectively replace the unicameral Ukrainian legislature, "Verkhovna Rada”. This step would lay the foundations for the coming “Russification” of Ukraine, as Bild journalist, Julian Röpke, suggests.

 

  • Stage 3 – “State of Emergency and Camp”:

The secret intelligence report, obtained by Bild further states that: "The task of this body (People’s Rada) would be to declare a state of emergency and, particularly threatening, to implement the Russian plan to set up camps in which those Ukrainians who showed themselves to be uncooperative would be sorted out.”

"For Russia, the success of the entire campaign depends on controlling the conquered territories, bringing about a true surrender of the Ukrainian people and receiving recognition and legitimacy from the newly established government."

 

  • The goal: a new “union state”:

The newly established Russian puppet state in Ukraine would then cultivate the necessary conditions and public opinion to bring forward a referendum on joining Russia. Putin’s ultimate goal constitutes, according to the Bild report, a “union state” of Ukraine, Belarus and Russia.

 

The reports concludes by reaffirming the widely shared by now hypothesis that Russia could invade Ukraine in February. The Russian embassy in Germany has responded to the Bild’s request for comments by simply stating that the aforementioned scenario was “a strange mixture of speculation and rumours” that “the embassy fundamentally does not comment on”.
